The only place to get the mods steam download mods without game the game are from the steam workshop. Also why don't you want to use the workshop? Since this is a Steam only game I would say no. This PC is the only one with internet, steam download mods without game, can't really run the game. Then login on that PC and install the game,i can transfer games locally when im logged onto the same account on different PC's locally. Ive transfered games from my Windows PC to steam download mods without game Linux PC locally through Steam, so i dont have to use internet bandwith aquiring it for a different system.
Aslong as both systems are local and running same Client, you should have the option to "install local" or something of an option and it should also grab the mods you're subcribed to on Workshop.
